EARLY ROAD CLOSURE ON SINULOG DAY | Sun.Star

CEBU CITY -- As early as 3 a.m. on the day of the Sinulog grand parade, motor vehicles will be barred from entering Cebu City proper.

Joy Tumulak of the City Traffic Operations Management (Citom) said a 10-hectare lot at the South Road Properties (SRP) will be designated as parking lot for buses, mini-buses and private vehicles coming from south Cebu on January 20.

In a related development, the Cebu Contractors’ Association (CCA) vowed to install more bleachers at the Sinulog grand parade route. This will mean that more than 9,000 spectators can be accommodated on the bleachers.

Tumulak said vehicle owners and commuters can take a jeepney from the SRP to the Senior Citizen’s Park, located across City Hall, and walk two blocks to the Basilica del Sto. Niño.

City Hall will give special permits to about 50 jeepneys that will be deployed for the purpose.

Clearing

“We will have clearing operations at 10 p.m. on January 19 and at 3 a.m. the next day. All roads will be closed for vehicles,” said Tumulak.

He said public utility jeepneys will be stationed at V. Rama Ave. after the grand parade to shuttle people to the SRP parking lot.

The jeepneys will charge the minimum fare, he added.

Jovy Morelos, head of the bleachers committee, said the Cebu Contractors Association (CCA) will also install more bleachers at the Fuente Osmeña rotunda.

“Sauna, isa ra man nang bleachers diha unta which is placed near Rajah Park Hotel, pero karon tuyokan daw nila (They will put bleachers around the rotunda. Before there was just one near the Rajah Park Hotel),” she said.

Additional bleachers will be installed along P. Del Rosario St., Gen. Maxilom Ave. and Gorordo Ave.

There will be bleachers near the Visayan Electric Company (Veco) property along Gen. Maxilom Ave. in Barangay Carreta. In the past, there were none.

Sinulog Foundation Inc. (SFI) executive director Ricky Ballesteros told Sun.Star Cebu they have received many requests from business owners who want to install bleachers in front of their properties to provide viewing areas for their families and friends.

But Ballesteros said they have turned down the requests as the CCA is the only one authorized to install bleachers to be used by the public.

Permit

If they insist in constructing one, Ballesteros said, they will have to apply for a permit at the Office of the Building Official.

Morelos said bleacher seats will be available on a first-come, first-served basis.

While preparing for Cebu’s biggest festival, Sinulog organizers hope that suspended Governor Gwendolyn Garcia and Acting Governor Agnes Magpale will reconcile during the festival.

"Maybe during the grand parade. I just hope they will attend and watch together the Sinulog even for a day. People will like to watch them both during the Sinulog. That is our purpose to unite the people through the Sinulog festival. It will be the best gift they can give to Cebuanos," said Ballesteros.

He warned politicians, though, against using the Sinulog to campaign.

“Sinulog is a religious celebration. Only the mayor can give a message. I also ask the people to behave during Sinulog, even the politicians,” he said.

PNoy

President Benigno Aquino III and Vice President Jejomar Binay will attend the Sinulog grand parade. Aquino is allowed to deliver a speech but only before the parade.

Despite having a smaller budget compared to last year, Sinulog marketing and promotions director Anna Marie Conejero assured that SFI will make do with available resources.

Capitol will reportedly donate only P500,000 to the Sinulog, way below its assistance of P3 million last year.

SFI hopes to raise at least P40 million for the festival.

Mayor Michael Rama, on the other hand, expressed disappointment in Cebu City Police Office (CCPO) Officer-in-Charge Mariano Natuel’s failure to attend the final meeting of Sinulog organizers Wednesday.

“He should have been here. The Sinulog this year is different because it is an election year. There is also that matter at the Cebu Provincial Capitol,” he said.

Natuel sent CCPO Deputy Officer for Operations Carmelo Dayon to attend the Sinulog organizers’ meeting as he had to attend a meeting at the Police Regional Office 7 with the Central Command, also to discuss the Sinulog celebration. (JBT/PDF/USJR Mass Comm Intern Rachel Anne M. Umpad)

SINULOG 2013 HIGHLIGHTS SAN PEDRO CALUNGSOD

CEBU, Philippines -  The canonization of the second Filipino saint, Cebu’s San Pedro Calungsod, will be one of the highlights of the Sinulog Grand Finale come January 20 during the Sinulog Grand Mardi Gras.

This year’s theme, “Cebu City: Turning diamond. Gems of the past, brilliance of the present,” will showcase the significant events that happened in Cebu in the various eras up to the present, which is now on its 75th year.

Ricky Ballesteros, the executive director of the Sinulog Foundation Inc., said that with the essence of the theme, they chose the most significant event that happened to Cebu last year with the canonization of San Pedro Calungsod last October 21 in Rome, Italy.

“At present, the most significant that had happened for Cebu is the canonization of Pedro Calungsod, so it will be one of the highlights of the Sinulog grand finale as we celebrate the 75th year of this annual festivity,” Ballesteros said.

Ballesteros added that the image of San Pedro Calungsod will have a special place in the grand stand. As the image of Sto. Niño will be placed at the right side of the stage, the image of San Pedro Calungsod, on the other hand, will be placed in the left side where the different contingents will exit.

He will try to request for the original pilgrim image of the first Visayan saint, which was used during the canonization, the Duaw Nasud activities and the National Thanksgiving Mass last November 30, which gathered over a million devotees at the South Road Properties.

However, Ballesteros also thought of the possibilities that something might happen to the image once the public will know that it is the original image placed on the grand stand.

Meanwhile, Msgr. Achilles Dakay, the spokesperson of the Archdiocese of Cebu, appreciated the move by the cultural organizers of the Sinulog Festival.

“It’s good that they included San Pedro Calungsod and they gave importance to our newly-canonized saint,” Dakay said.

As to whether the pilgrim image of San Pedro Calungsod will join the solemn procession of the Miraculous Image of Sto. Niño on January 19, Msgr. Dakay said that he does not know yet what the arrangement will be. –MIT (FREEMAN)

Fewer Sinulog Festival Regulars | Sun.Star

CEBU CITY - Fewer out-of-town contingents will be joining the Sinulog grand parade on January 20 this year.

Sinulog Foundation Inc. (SFI) executive director Ricky Ballesteros said that from 12 out-of-town contingents last year, only eight participants from outside Cebu have signified their interest to join this year’s competition.

They are the Sinanduloy Cultural Dance Troupe of Tangub City, Placer in Masbate who will be sending two contingents, Zamboanga Sibugay, Alang-alang in Leyte, Tanawan in Leyte, Lanao Del Norte, and Kidapawan City in Cotabato.

Regular participants who will be missed in this year’s competition are the Tribu Buyogan of Abuyog, Leyte, Sta. Catalina in Negros Oriental and Dumaguete City, among others.

Also on Monday, the Cebu City Hall said it will not be issuing special permits to business establishments, even if Sinulog festivities are fast approaching, in line with City Ordinance 1413. This bans the sale of liquor within 100 meters from schools, hospitals, parks and sports complexes.

Ballesteros said that Sta. Catalina and Dumaguete City will not be joining this year after they were hit by Super Typhoon Pablo last month.

Choreographer
On the other hand, Abuyog will not be joining this year because they failed to get the choreographer they wanted, he said.

Ballesteros said that Abuyog wanted to get Victor Cuenco as their choreographer but he was already contracted by the contingent from Lanao del Norte.

“Moapil man unta to sila this year since wa man sila kaapil last year but wa man nila nakuha si
Cuenco, mao wa na lang sila mopadayon (They would have wanted to join this year, after missing last year’s competition, but they couldn’t get Cuenco),” he said.

Cuenco was the choreographer of Abuyog for the past years, including the Sinulog in 2009 when they garnered the grand prize in the free interpretation category.

Other out-of-town contingents, Ballesteros said, will not be able to join because it is an election year.

For the Sinulog sa Kabataan, which will be held this weekend, Ballesteros said all is set and that they have already closed the registration.

For children
In the Sinulog sa Kabataan sa Dakbayan, a total of 13 contingents will be joining, six from the elementary and seven in the secondary division.

In the Sinulog sa Kabataan sa Lalawigan, a total of 16 contingents will be joining, seven in the elementary and nine in the secondary division.

Those who will win the Sinulog sa Kabataan will earn a slot in the Sinulog grand parade on January 20.

Meanwhile, Mayor Michael Rama announced Monday that he will be inviting the leaders of the United Nationalist Alliance (UNA) to attend the Sinulog grand parade, including Vice President Jejomar Binay, Senate President Juan Ponce Enrile and former President Joseph Estrada.

He also said he will be inviting President Benigno Aquino III to the activity.

Rama said no politicians will be allowed to speak during the event except President Aquino and Vice President Binay. Rama will also be speaking in the event.

In a separate meeting on Monday, the Liquor Licensing Commission decided to not issue special permits to business establishments. The ordinance is effective for a whole year.
Minors

The Liquor Licensing Commission co-chairperson, Dr. Lucille Mercado, said they already started checking and giving penalties to business establishments within 100 meters from schools.

“Amo na sila giadto. In fact, some were penalized kay they were proven nga adunay batan-on nga mag-inom (because minors were seen drinking on their premises),” she said.

These businesses located within 100 meters are not given liquor license permits. If a store is caught selling liquor to minors, the minors are fined P5,000 each and the establishment’s closure is recommended.

Cebu City Mayor Michael Rama said he wants to stop issuing special permits, for good.

“We are talking about the future of the youth. We do not wish to have youngsters who are drunkards become our elders. The way to discipline these people is keep them from getting too exposed to liquor in their formative years,” Rama said.

He recalled that when he was younger, his generation would never drink liquor in public. “Karon, ang batan-on maghinambog pa sa pag-inom (Now, kids brag about drinking alcohol),” he said.
Dr. Mercado is also urging the public to report any establishments that sell liquor to minors. (PDF/With Rachel Anne M. Umpad, USJR Mass Com Intern/Sun.Star Cebu)
